The Confederation of Paper Industries (CPI) recently released its 2008 UK Paper and Board Production Statistics Report. The report shows that total UK paper production reached 5 million tons in 2008, a 4.7% decrease from 2007. The negative impact of mill closures in 2008 on the UK market will continue into 2009. Four paper and board mills closed in 2008, and three companies announced asset valuations. According to CPI's preliminary estimates, UK paper and board production in 2009 will be 4.7 million tons, with further mill closures expected.
According to CPI statistics, domestic use of recycled paper and email list paperboard in the UK declined slightly in 2008. tons of recycled paper and paperboard, a 1.3% decrease from 2007. Peter Sage, Recycled Paper Manager at CPI, said: "2008 was a difficult year for the UK paper and paperboard industry. We hope to re-plan paper and paperboard production capacity from 2009 and reverse the downward trend in the paper industry in 2010 to ensure the healthy and stable development of the industry."

Sage added: “In the UK, there remains a strong case for increasing the production of paper and board from recycled waste paper. However, in the latter months of 2008, the over-reliance of recycling capacity on export markets became apparent, with adverse consequences for the paper recycling industry.”
Relative to the UK's paper and paperboard consumption capacity, the UK is still the smallest producer of paper and paperboard in Europe. CPI has called on the government to provide more incentives for investment in UK paper and paperboard production.
